At some point it's going to become clear that paragraph numbering is the 
way to go. It's already widely used in legal texts, it doesn't change 
with layout or screen size, and it supports multiple levels -- 1.0.0 for 
a reference to a chapter, 3.5.0 for a reference to a section, 6.4.2 for 
a reference to a paragraph. It also allows for repackaging and 
repurposing indexed (and footnoted, and table-of-content-ed) text with a 
minimum of effort.
