We're likely to going to be niggling over words here.

But I did not get the impression - or find any text - that
gives libraries "a lot of licence to copyright". It gives
them a lot; but I didn't see the part where they were allowed
to copyright. It does give them "exceptions and limitations"
to copyright, but not their own copyright. Moreover, if I
understood this correctly, most of those exceptions apply
when the original work is no longer available. If you accept
the statements in the preamble, it's hard to see where you
would disagree with the more detailed implementation.

My largest concern is much like some of the recent concerns over
special treatment for journalists. It's increasingly recognized
that the line between citizens and journalists may be impossible
to draw cleanly, if at all. Thus, it is increasingly the case that
the freedom of the press, and the protection of sources, are granted
to anyone filling the journalism role, professional or otherwise.

Similarly, here, I am not entirely comfortable with singling out
libraries for special treatment. Much of what is proposed here is
not about lending - it's about a bunch of internal processes in the
service of lending.

Outside of lending, why should libraries be special? If I have
purchased your book, why - in the interests of me storing it and
reading it myself - should these same capabilities not apply to me
as well as to the library? Is not my personal library for just me
entitled to the same capabilities as a public library for the public?
