Because it's not just any "200 to 400 page book". It's the Federal
Register ( http://en.wikipedia.org/wiki/Federal_Register ) and likely
comes with it's own rules and guidelines about how to publish within it.
One of the comments also indicated that the Federal Register still has
30,000 paper subscribers, so in addition to the rules and guidelines, at
the end of the day they would also have to print at least 30,000 copies -
and I say "at least" because you can order back issues.
