:-) Let me comment on the shorter one first. The intended impression of 
the 'it will cost us $100,000' was that there is a cost to the public 
purse. Now you reveal people have subscribed for copies; either they 
have paid a fee, or there is a statutory requirement. In the first case 
the cost would be much reduced and further the additional copies from a 
web offset press would be pretty small for the books needed uniquely for 
this matter; in the second the cost cannot be a limiter. And, if there 
are subscribers for a print version, their rights are being denied by 
offering only a digital one.

On top of this, if is is The Federal Register it seems to me the format 
is a matter for the legislative assembly, rather than an unelected body.
