Have you looked at the print/scan quality of what Google books
currently offers?

Any author interested in producing a quality eBook, would have to
start from scratch. OTOH, given the poor quality of the majority of
eBooks I've come across, "quality" might not be a concern of the
author.  It certainly is not a concern of the publisher.
