This to me is the important point. While a peace deal is "on the table" some hope
for better days can at least be imagined. This itself reduces the suffering and
killing. Perhaps not a whole lot, but some. Bush was slow to realize and act on
this. This may be the reason the thing is even more out of hand than usual.
