I understand the points you make, and think that we are in agreement,
both on the value of funding research and the need to review the goals
and accomplishments of the research on a regular basis in order to set
funding priorities.

On this point, I do not think it is necessarily so simple as an
either-or statement because of the politics involved.  It is possible
that by making the documentary, political and/or social support might be
generated which results in fundraising in excess of the $300,000
investment.  Whatever is funded, it is important to consider carefully
what the potential outcomes are, and how they compare to strategic goals
of the organisation.
