CANARIE Connections Program (CCP)

Overview

CANARIE Inc. is pleased to invite submissions under the CANARIE Connections
Program (CCP). This program is designed to assist federal government
laboratories and facilities or businesses that are carrying out meritorious
research and/or application development to connect to the CA*net 4 network.
The objective of the program is to address the concern cited by many federal
government labs and businesses that the major barrier to their using CA*net
4 is the need for a local loop between their facilities and the nearest
point of presence (PoP) for access to CA*net 4. Given that the current end
date of the CA*net 4 program is March 31, 2007, CANARIE can only provision
any leased facilities or managed services acquired under this program until
that date or earlier. Where new facilities are to be constructed, title to
the connection will reside with CANARIE. Connections from universities,
colleges, schools, hospitals and provincial research organizations are not
supported under this program, as they are generally provided by the
respective provincial research network (ORAN).

Program Budget, Project Size and Applicant Contribution

The initial budget for the program is $10 million. This budget may be
adjusted over the lifetime of the program depending on demand and depending
on the requirements of other programs. There is no maximum size for a
specific project, but it is expected that the average connections project
will cost less than $200,000.

In some cases the applicant may be required to contribute to the cost of the
connection. There will be no fixed percentage contribution from CANARIE to
the capital cost of a connection project. Some connections may be 100%
funded by CANARIE because of the meritorious research and/or application
being supported. Others may require that the applicant also contribute to
the costs of the connections. Where a connection involves a substantial
capital outlay by CANARIE, as in the case of the procurement of dark fibre,
an annual contribution for the duration of the project will be required from
most applicants.

Submissions and Evaluation Criteria

Applicants are invited to submit a "Request for Connection" for construction
of a network connection between their place of business or facility and the
nearest point of presence (PoP) that provides access to CA*net 4. Most PoPs
are located in a carrier-neutral facility such as a university campus or
equivalent.

Upon receipt of a proposal, CANARIE staff will work with the applicant to
define the best arrangement for the proposed connection. For example, in
some instances it may be appropriate for CANARIE to acquire or to have
installed a dark-fibre connection to the applicant's site. In other
situations, the best approach may be to acquire a leased service from a
carrier. In all cases, the proposed plan will take into account other fibre
construction activities in the area, such as those involving municipalities
or the respective provincial research network.

Once CANARIE staff has arranged one or more possible connection solutions
with the applicant, request for connections will be prioritized by applying
the following criteria:

    * The meritorious nature of the research and/or application development
that would be enabled by the proposed connection;

    * The net cost of the proposed connection;

    * The long-term value to CANARIE of the proposed or required connection
methodology (examples would include customer-owned dark fibre, a managed
service from a carrier, a swap of fibre with some other owner, etc.); and

    * The degree to which the project aligns with the objectives of the
CA*net 4 program, such as exploiting user controlled lightpath technology 

In all cases, periodic reviews of the utilization of the installed
connection will be undertaken. Links that are not being used may be
reallocated to other purposes.

Application Process

Applicants are encouraged to contact CANARIE staff prior to submitting an
application. An application must be made for each separate connection.
Applications may be submitted at any time prior to Monday, July 2, 2005.
This deadline may be extended at CANARIE's discretion.
