I believe that's true. It was in any case a 
specific reaction to some new regulations that 
had come from The Meese Commission on Pornography 
under President Reagan but had not yet been 
tested in court--and the solution was in part 
chosen, I believe, to ridicule those regulations 
without being one of the first test cases.
