"Its Your Brain - A Cog Missin' -"

Reading Robert E Howard's "Iron Men" I came to the third chapter 
title "Its Your Brain - A Cog Missin' -" and was stopped in my tracks.
Where have I heard this before? I keep thinking it's somewhere in 
Delany's writings, but I can't find even a hint of it..

the story's great, BTW,
especially the chapter in question--
"I've always known there was a deficiency somewhere in my mentality - 
a lack of co-ordination or something. No man could be as impervious 
to punishment as I am and have a perfectly normal brain."
