Only if he loses anything by losing an election. If it's cost-free,
then he can keep trying forever.

PS: what brazilian politics tells me is that no matter how few votes
someone gets in one election, the next election will see an increase.
One of the most amazing cases was the 1982 election for Governor
of Rio Grande do Sul. The 2nd place of 1982 won in 1986. The 3rd
place in 1982 won in 1990. The 4th place in 1982 won in 1994. I'm
not sure, but probably the 5th place (there were only 5 candidates)
in 1982 won in 1998.

The hell with guesses:
The elections:

or:
1º colocado: Jair Soares (PDS), ? votos
2º colocado: Pedro Simon (PMDB), ? votos
3º colocado: Alceu Collares (PDT), ? votos
4º colocado: Olívio Dutra (PT), 50.713 votos

List of elected governors:
1982 - Jair Soares
1986 - Pedro Simon
1990 - Alceu Collares
1994 - Antonio Brito
1998 - Olivio Dutra
