Ok, I will try to come up with a less facetious answer.

Despite the paragraphs and paragraphs of hypotheses and half-baked
theories it is quite simple; here's how I understand the story:

Lars got fed up running Gmane after years of abuse, culminating with a
DDoS attack by one or more assholes. This was made even worse by the
fact that Gmane was graciously hosted at his work. Getting your employer
DDoS'ed due to a side-project: even less fun than litigation.

Some people fortunately volunteered to take over running Gmane. They got
a website and a blog set up, while Lars kept running the email and NNTP
part (but now outside of his employers network, as Duncan looked up
recently).

I would guess the reason for that was that Lars wanted the service
himself and didn't want a disruption of the "core service" of
email/NNTP, so rather than abruptly pulling the plug he kept it running.
Just my guess. Also, note that the web-part is the one that attracts
abuse and frivolous lawsuits, those types don't know/care much about
NNTP.

The plan was that the new guys would take over that part as well, as
soon as they got all their code lined up.

That unfortunately never seems to have happened.

Not that I blame them, running a service like Gmane can be a big task
and a pretty thankless job (look at the entitlement you just expressed
towards it!), and just because Lars was able to pull it off for many,
many years doesn't mean that anybody can do so.

Also priorities in companies change - basically nobody knows what
happened to the new project, there might very well be good reasons why
it has fizzled out.

For the existing email/NNTP part, there was no real way to update
existing groups or to add new - because the interface to initiate those
actions were part of the old website, and since the plan was to
transition everything to the new folks, a way to update things really
wasn't needed for the old system.

A month ago Lars rejigged the old system so basic maintenance can now be
done on it by the people who previously helped out. Nice, as the new
project seems quite stagnant. There is, however, nothing in place to
receive requests for updates/additions.

So this is why your fumbling questions haven't been answered: there is
no answer!

And this is where we are today.

Nothing I've written here isn't on the new website, on Lars' blog or in
this group.

You have exactly the same access to information that the rest of us do.
Yet you choose to believe you are being kept in the dark on purpose.
Because. Uhm. Yeah. Well. That part I can't explain.

So I tell you:

There is no cabal.

Oh, and if you want to run a service like Gmane yourself, what's
stopping you? The code is available, go nuts!
