In the UK, the registrars pay n annual subscription to their countries' domain authority (for example nominet.uk) and with this subscription they get a set number of domains free of charge which they can sell it to their customers (within a year of course). They normally make a profit because they can register these domains at a set price which has a profit already built in. The auction is for used domains just in case somebody was desperate to get hold of it. I'll give you an example: I owned a domain called mymainsite.com which I wasn't interested in anyway but it was acquired by some philipino chap for $2,000.
