Oh, like when [insert your favorite corporate overlord here] sends you
an update of their terms of service, which will automatically be
effective at some date soon, unless you delete your account?
I see two reasons:
a) Gmane exists because mailing lists owners thinks it is good, or at
least not harmful.
Note how this relationship is in stark contrast to the relationship
a customer has with [insert your favorite corporate overlord here].
In short: It behoves Gmane to not piss of mailing list owners.
b) This is neither a kindergarten nor a corporation. The standard here
is to behave like a decent person/organisation. Not like an asshole.
Try putting yourself in the shoes of a mailing list owner that
begrudingly agreed to have a mailing list on Gmane after being badgered
by someone who really liked nntp, but only if encrypted. If now Gmane
tries to change that without consent? If you can't imagine how that
could be upsetting, you need a course in empathy.
Again, I speak solely on behalf of myself. This is just my opinion.

Sooo much work for soooo little gain, and with a risk of the campaign
backfiring biiiiig time.

Look, if you have a good relationship to a mailing list owner of a
specific mailing list you would like to have address encryption turned
off for, by all means, ask the owner for permission.
This is what Adrian Petrescu suggested. I think it's a good suggestion.
But don't spam every mailing list owner you can find, for groups you're
not following, in the abstract name of "cleaning up", or some such
nonsense.
