I asked on the mailing list itself whether anything has changed with the 
mailing list and was told nothing has changed. I really do not 
understand who the "owner" of the mailing list is or even what this 
means. The Boost mailing lists are described at 
https://www.boost.org/community/groups.html. How does someone determine 
whether "GMane is a subscriber" for [email protected] ? On the 
https://admin.gmane.io/ web page, searching for 
gmane.comp.lib.boost.devel does show the mailing list with the correct 
information, if that means anything.
