Basically whoever runs the mailinglist.

Usually there is an administrator or "owner" of a mailing list. Someone
who has access to the list of subscribers and has access to remove or
add subscribers.

Only the people who run lists.boost.org can answer that question.

The way Gmane works is that it subscribes to each mailing list with an
address specific to that mailinglist - just like any other subscriber.
When Gmane receives an email for that address, the email is put into the
relevant newsgroup.

If a group on Gmane stops being updated, that usually means that the
address that Gmane subscribed with has been dropped from the list of
subscribers.

That is why I said that you need to talk to the owner of the list if you
want to investigate further.
