Insert Key not working

Hello all you good people, I am having a strange adventure. I tried two PCs and four distros but I cannot get the Insert Key to toggle INS/OVR. The key is working fine in all other programs. I saw other posts abotu this but that was long ago. Is it not the way anymore to use this key?
