Misunderstanding. I am sorry.
Of course user management is done by the PHP application. But when a user 
has only view rights is there a way to render the content without showing 
him the menu and the toolbar? Can I disable them programatically?

I have looked at the standards that you propose but I didn't understand how 
they are used by bitflux. For example how does it happens when I use the 
inline.css from your example I can enter new lines and have paragraphs and 
when not, the enter key does nothing.
