There's no built in user management in BXE. Why do you want people not 
allowed to edit a page, be able to see the page in BXE at all? I fail to 
see that ;)

Usermanagement is basically the task of the serverside. So what you 
could do, is to check on the server side, if people are allowed to save. 
If they're not, you can report back an error message.
