I agree till the beginning. The point was if the faq is packaged,  
then it should exist a possibility to view it on all systems.

If not packaged, which is the best solution, then should not the  
files be moved away from the tree or at least not be packed with the  
tarball? And on the web site should not a clear link to the faq be  
put? Because at the moment, it's not obvious to find it (in getting  
involved is not the most obvious place for me to find it, I would  
have rather search in docs or even better in a standalone new part:  
something like intro : docs : faq : getting... at the right top of  
the page).
