I agree totally.  I would like to be able to make up my own DTD, start editing a document with conglomerate, and it only shows me tags that are valid for that DTD.  For attributes, I'd like to see a combobox with valid values (if the DTD specifies a list of values), an up-down arrow box (for integers), textbox for freeform text(replacing special characters with escaped syntax, naturally).  Required attributes, then, should create those gui elements that are appropriate for the attribute, and attributes with default values, I would have to right-click on the element to insert the attribute, and edit it.
