I tried visiting the above URL, but all I got was the text:

When I clicked the link underlining the word "Borges" in the last
line, the browser timed out, trying to contact the machine of the URL
http://80.13.80.80/open-borges.

The browser in question is galeon (a Mozilla derivative) on debian
GNU/linux.
