Keyboard combination not recognized

I have alt-f11 set to a macro in JEdit 5.4 under Windows 8.1. Yet when I 
type alt-f11 nothing happens while if I run the macro itself from its 
menu item it works perfectly. So I go to Utilities | Global Options | 
Shortcuts and try adding alt-f11 to some other shortcut which has no 
keyboard combination assigned. Yet when I type alt-f11 for some other 
shortcut JEdit is showing nothing being pressed on the keyboard. I then 
download a keyboard tester program, start it in Windows 8.1, press 
alt-f11 and the program shows that it is working.

Any idea why this particular keyboard combination of alt-f11 is not 
being recognized by JEdit 5.4 ? I am showing the Java version as 1.8.0_152.
