Then you installation is incorrect. The shortcuts are created using 
information form your operation system. This usually works fine with 
Windows, Linux and Mac OS.
What is your OS?

In every case please reconfigure LyX (menu Tools->Reconfigures) and if 
the problem persists, please report it as bug here:
http://www.lyx.org/trac/wiki/BugTrackerHome
