I guess that I can recognize in Paul issue description what I do see.

As there are both pre-appenders and post-appenders to this thread, I will pre-append (contra convention) as it seems more likely then to be seen by both groups!

This seems like a duplicate of a problem I opened a while back (2021) as #12433, and with an MWE attached.

I also had problems pinning it down to an MWE, so I am contributing here to help avoid an elongated discussion.

The problem is that reverse search works fine within a paragraph but it is limited to that one paragraph - it therefore appears to work at first until it reaches the start of a paragraph boundary, whereupon it "stucks" as Patrick so beautifully puts it😊.

Kornel thought at the time that it was unlikely to be fixed in 2.4, but perhaps may be able to update us now on 2.5 prospects?
