Hmm, no.  Tab is an edge case: it is not a normal, printable character but a
control code, so it is kind of okay that it behaves differently when a block
of text is selected.  But to make normal characters behave specially...

Also, if # or % would behave specially, then why not // and -- and who knows
what other character combinations are used for commenting.  The beauty of M-3
is that (when using syntaxes) it will insert/remove the character or character
combination that is appropriate for the type of file you're editing.
