other Language GUI in win2k and xp

Though there are fonts, my language Amharic(Ethiopia) is not supported in 
Windows. Even if it is supported almost no one would afford to buy it. 
Therefore free software is the only way should Ethiopians ever benefit from 
the digital revolution.

Some softwares (eg AbiWord) is/are translated in to the Amharic Language. 
But I tried to install and see the GUI in Amharic but I get only blank 
space. I set the display font in display properties to one that supports 
Ethiopic characters and selected in AbiWord the Amharic option both in 
win2k and xp. But I get only blank space.

Is this wxWindows issue or AbiWord Issue or MsWindows issue. Any one who 
solve this problem would have helped millions who would otherwise have no 
way of learning computers.

Obviously I have no clue how this thing works.
