Sorry, but this is *impossible*. Look at the code (and yes, I did try 
it myself now, just in case).

But this *only* happens if automatic translation is on, it does *not* 
happen if it is off, as you write above.

The computer icon always appears if the string was automatically 
translated and never appears if it was not.

The popup uses exactly same code as automatic translation and so it 
offers candidates if and only if automatic translation would 
translate the string during update.

In short, your report doesn't make any sense to me. Are the strings 
automatically translated or are they not? Either 1. or 2.+3. can 
happen, but it's impossible that 1. *and* 2.+3. would happen at the 
same time, unless I misunderstand what you mean.
