Does "anywhere" mean the single place where the charset is set? 
Anyway, this is not true either: it does _warn_ you that you're doing 
something that is bad idea, but the .mo file _is_ created.

??? msgmerge tells you _exactly_ what the problem is above. The fix is 
very simple: change catalog's charset to something portable, e.g. 
UTF-8.
