Yes -- as soon as gettext authors provide a working binary. I already 
wasted something like two days trying to build fully(!) working 
gettext binaries for win32 myself, to no avail, and there's at least 
one another person who tried and failed. Personally, I gave up and 
just include the latest binaries from ftp.gnu.org (i.e. 0.13.1 at 
this time).

If you can compile the tools and test that everything (including 
running under non-C locales, charsets handling, extracting from 
non-ASCII sources, compiling MO files) works perfectly and if you can 
provide detailed instructions on how to build the tools myself, then 
I'd be glad to upgrade them.
