The Toolkit tool po2csv and csv2po reads and writes comma delimited CSV, not tab delimited CSV. I use a macro in MS Word to convert tab delimited files to comma delimited CSV files -- it is actually safer than doing it via Excel :-) Some time in future there will be a table2po tool in the Toolkit (then you can export a DOC or ODT file to HMTL and convert it to PO easily) -- it is in the pipeline but it may take a few months before we get there (other priorities, you see).
