As a professional translator, I can offer some possible answers. I use translation memory (TM) which is not really easy to incorporate with PoEdit. I tend to think of PoEdit as a tool to be used by translators who do not use other tools also. A translator may be used to his own tools (eg word processor) and it would slow him down if he is to use a different tool. There is also spell-checking and other features that are not available in PoEdit, which may be included in a translator's own tools. Although personally I think a professional translator should take care of converting PO to his own format himself -- you can't expect the project manager to do everything. If the PM can filter out the translated strings from a PO file, then that is already useful.
