Yes, you are right, this is the case.

As for wheel mouse -> translation to something like PageUp/PageDown,
this must be something at OS level, because it is not configurable (or
at least I don't know how, the Microsoft mouse utility interface does
not have such option and hacking the registry regarding this subject is
not an option for me).

No, this only increase or decrease the font size inside the translation
field.
