I'm afraid you missed one step:

0) Read GNU gettext documentation and learn its basic concepts before

You really do need to read the docs above. It doesn't make any sense to
add translations manually in gettext, the entries are extracted from
sources.

It is clear as soon as you actually have a catalog with entries... But
yes, it's a usability bug that was fixed on the trunk a while back.
