Usage of "para" primitive

Hi all,
   I noticed that "para" primitive is provided, but there is no way
except slash key press to insert this primitive. How can I use para
primitive with structured-section package instead of two line breaks?
Is insertion of structured paragraph sufficient and mature enough, so
that ordinary users can enable it from experimental settings?
