hohoho apparently i did.  seems i gave you too much coffee and need some of 
it myself.
...Actually, I already have that option set in my vimrc as I showed in the 
OP, apparently you missed that?  apparently we both need more coffee.
Still, I did try entering the 3 commands with setlocal but alas that made 
no difference and tabs were still selected and copied/pasted as spaces.
