I really like Raul's University of Woodford square thing, with the 
longer term plan to work with Internet Cafe's (what kind of penetration 
of net cafe's are there in the rural areas of T&T?)

However, I would advise aligning anything you do with the NICT plan (see 
http://www.fastforward.tt).
