OK, let me re-phrase, in my view a Computer Science project *must* be 
development based, otherwise it is an Information Technology project. 
But if the department disagrees then of course, my opinion doesn't count.

It remains to be seen if we can get the project course running again. we 
are conducting some trails over the summer. Let us revisit this after 
the summer.

Yes, but there has to be a good level of commitment from someone in CIS. 
Promises are not enough.
