Vidya,

I would also nomiate Richard Hamel-Smith as he is, unofficially, the person
spearheading our research arm in using Linux on old(er) hardware.  His
knowledge in both areas also qualifies him as the most suitable candidate.

For things ICA related, it is best you take the lead role for this on behalf
of the CIS as you "know" them the longest.
