Proposing projects

No procedures are in place. We didn't want to restrict things. the idea 
is that these procedures will grow as required. If you want to propose a
project within CIS just go ahead and do it. If there is any specific
management procedure you think you need to see in place first make a
proposal for that and we'll debate/vote on it.

The only procedures in place right now are the voting procedures that 
will allow us to actually make a decision

So, to propose a project I suggest you simply send a mail with a
desccription of the project. The names of the people committed to it.
Details of what you *expect* CIS to do to assist, details of what you 
*hope* CIS can do to assist and any other pertinent information.

It is my belief, and the belief of those who assisted in setting this up
that blanket procedures are too restrictive, especially in the early 
stages of such efforts. It is therefore up to the project leader to 
define procedures within their own projects. CIS is only intended to be 
a meeting place, not a management structure. Projects within CIS are 
intended to be projects in their own right and would have no influence 
on any other project in CIS.
