I have read since many years ago that a solution to the dropping birth 
rates of Europe, not only Germany, could very well be a generous policy 
for the increase of births. Say, 20000 euros to every woman who bears a 
third child. Soon, the country will need more teachers, more schools to 
be built, more houses for the young. More taxes will start to flow.

The very policy for increasing births will imply a collective, national 
point of view. Also, it will mean that we do this because economy and 
society is something you can and must influence. This point of view will 
benefit social movenments. And I mean movenments about labour, not about 
personal problems, real or perceived.

Instead, the powers leading the Western part of the world choose another 
solution. They choose to import immigrants from other countries. From 
their point of view, this presented some advantages. Immigrants will be 
payed less, unless ...they have a visa. Immigrants will be payed less, 
pressed and controled more because they so happen to be more dark 
colored or Muslim that the usual.

Further, societies will be divided in mutually exclusive islands of 
various cultures. Many more loosely grounded cultures will be encouraged 
to flourish. No common identity will be promoted. The very concept of a 
national state will become a target. Instead of social problems, they 
choose to promote personal problems about sex, gender...

With no common identity and perspective, with concerns about personal 
matters promoted to the extreme, indeed with a personal point of view 
raised to an absolute criterion, social movenments will sink. Also, the 
national state will be undermined, and the powers of the market will 
even more happily pursue the goal of globalisation.

Still further, with this policy the more active or radical persons from 
"the third world" will not benefit their country with their actions. 
Rather, they will abandon their countries and become immigrants. People 
of these countries will be encouraged to think that the solution is 
immigration. Not a collective, political action in their country.
