DNS blacklisting

Hello, This isn't an EZ-Proxy issue but it seems like a good place to ask: We have been unable to access our Oxford University Press subscriptions since some time in July. Our DNS requests are not resolving from within our IP range. We can get to the site using raw IP. Appeals to OUP and the ISPs involved have yielded no resolution...no one admits to DNS blocking. Our domain union.edu is on one or two blacklists, possibly due to our main website (hosted externally) being on a 'suomispam' list. I believe it means 'suspected of spam.' But our IT dept told me that our IP range is what matters, not our domain name. Has anyone had experience like this? or suggestions to investigate further? Where might our domain name be part of a policy? Do ISPs choose blacklists which list domains? We are considering canceling these valuable resources but this is unprecedented to my knowledge.
