Brightspace and Proxy Server Database Links

Good morning,

I noticed a problem recently when adding links that use the ezproxy prefix in our LMS, which is Brightspace.  If I add a link using a tool in the "Create a File" area, the URL encodes characters into % with numbers for the colon, slash and question mark.  And due to that, the URL gets rejected by the proxy server.  Have you seen this and it is a Brightspace or particular Browser issue?  Is there a way to add something to the config file to deal with this?
