National Film Board of Canada (NFB): proxied search always returns zero results

The OCLC version of the stanza was last updated in 2016. But in the
intervening years, NFB has moved to a search service over JSON that, when
proxied, results in CORS errors and zero reported search results.

Luckily a/the fix seems to be to just add NeverProxy stanzas for the search
service host:

NeverProxy services.nfb.ca
NeverProxy services.onf.ca

It would be nice if NFB and/or OCLC would update the official version of
the stanza, but hopefully this saves the time of others in the interim.
