LexisNexis State Capital

Can anyone help me figure out how to configure LexisNexis State Capital?

There is a note at the bottom of that page that says:
Updated 2017-09-07: If EZproxy is used with other LexisNexis products, please enter the URLs below as the URL entry in the configuration file:

  *   Scholastic: http://www.lexisnexis.com/hottopics/scholastic
  *   Library Express: http://www.lexisnexis.com/hottopics/lnpubliclibraryexpress
  *   State Capital: http://web.lexisnexis.com/stcapuniv
So I replaced the LexisNexis URL line in the stanza with the State Capital URL. However, I am still prompted to enter credentials to login to the site.
Any hints or suggestions?
