User.txt and external applications

How does your library add users to the user.txt file if the EZproxy admin for your institution are not available?

We were using a PHP script/application, but the website was taken down by IT due to security issues.

We miss this application because there are only two authorized users in the library that can add users.

The previous process allowed all librarians to verify credentials and to add users.

I am reading through the authentication methods, but it doesn't meet our needs.
