We used to have more of a problem before moving to two factor authentication.
We put our resources under one of the following limits. When we got a complaint (in the old days) from a vendor, we'd tighten the limits (or create a new one). When we saw on the audit events admin page that a lot of people were hitting the limits, we'd loosen them. I think we started with just two, and ran them unenforced for a while to get an idea where they should be. I suppose if you really want to be scientific about it, you could mine your logs, to see how may hits and mb per session/vender/hour you get for each vendor, to see what vendors seem to require the same kind of limts.

But you do have to monitor the events. Not only is there variability between vendors, over time what constitutes acceptable usage can vary for a single vendor as they add more journals, or larger files (pictures, video)

Hi Ranti.
I have not been able to find a suitable method to limit access by number or volume of downloads. This is due to the highly variable nature of vendor web sites. Usage which would be excessive on one site us normal for another site.

to monitor usage before setting the limit. I'm wondering where do you get
the sweet number: based on the highest? Average number?
Do you put it as global usage limit or do you enforce it selectively?
