Thanks to everyone for offering suggestions ! I have added SPUEdit lines to my EZProxy configuration to redirect google scholar access to a not-proxied URL which includes my institution ID. I suspected our EZproxy upgrade was the solution but another list member experiencing the problem had the same version as us, so I’m completely at a loss what the cause or solution is. My workaround at the time was to use a form that pushed Google search terms through EZproxy and somehow avoided the message (and the redirection from .com to .com.au (which I think is a clue)). We have been blocked by FireFox and Chrome for just one URL, which is for scholar.google.com.au when it is proxied. This is only for the ".au" site.
