neverproxy directive

Hi all, As a fairly new EZproxy admin, I am going through the collection of configuration files to make sense of the way they've evolved over the years. I hope to clean them up over the December break, before classes started again in January. One puzzling item (of many) is a list of more than 550 urls that are specified with the "neverproxy" directive. The list seems somewhat arbitrary and random, at least to a novice. Does anyone else have a list of sites to not proxy? Can you explain why you would add a URL to this list? Although I didn't check all of them, so far I can't find one is configured to be proxied. It seems that if the URL is not listed as a proxied site, there would be no reason to add it to this list. Maybe this directive was necessary in an older version of EZproxy? Its purpose eludes me. I am also asking among the staff here at the USC Libraries to see if there is institutional memory that can explain it, but I suspect that this community may be able to provide some insight.
