(GRE Success! ) Query about low TOEFEL speaking score.

Hi all,

I am appyling for Fall 2013. I recently appeared for TOEFEL and scored 108 (R-29, L - 30, W - 27, S - 22). Overall the score looks good but I have scored a little less in speaking. According some seniors TOEFEL is considered while universities give out RA/TAs. 

I have not been able to validate this. Is there any such requirement by the universities while giving financial aids? Can somebody who has completed MS please advice on this.
